					</table><p>The Telangana Power Generation Corporation (<a href="https://tggenco.com/TGGENCO/home.do" target="_blank" rel="noopener">TGGENCO</a>) has floated a tender to procure 2,000 MW of energy storage capacity from pumped hydro storage projects under a firm-dispatchable storage framework.</p>
<p>The pumped hydro projects can be located anywhere in India. However, each project location must offer a minimum capacity of 500 MW.</p>
<p>Bids must be submitted by January 19, 2026. Bids will be opened on January 27.</p>
<p>Bidders must furnish an earnest money deposit of ₹500,000 (~$6,024), a tender document fee of ₹10,000 (~$120), and a bid processing fee of ₹10,000 (~$120). Successful bidders must submit a performance bank guarantee of ₹700,000 (~$8,434).</p>
<p>The scope of work includes building, owning, operating, and maintaining the pumped hydro storage capacity and entering into a pumped hydro storage purchase agreement with the procurer for five years, corresponding to the operations and maintenance term.</p>
<p>The capacity must be sourced only from existing, commissioned, and grid-connected pumped hydro storage projects. The storage requirement specifies an 8-hour daily discharge, with a maximum continuous discharge of 6 hours. The projects must be capable of delivering power up to the contracted capacity at the interconnection point.</p>
<p>The Telangana DISCOMs will supply the charging energy required for the storage cycle up to the declared cycle loss. The projects must maintain a minimum annual availability of 95%. Bidders are required to declare the cycle loss, which cannot exceed 25%, and the overall conversion efficiency of the pumped hydro storage system must be at least 75%.</p>
<p>Interconnection is to be provided at interstate transmission system substations at 765 kV, 400 kV, 220 kV, or 132 kV, as applicable, with the metering point defined at the ISTS delivery point at the central transmission unit interface.</p>
<p>Bidders must have commissioned pumped hydro storage projects with a capacity at least twice the storage capacity quoted and have operated that capacity for a minimum of one year.</p>
<p>Bidders must have a minimum net worth of ₹5 million (~$60,241)/MW of quoted capacity and a minimum annual turnover of ₹10 million (~$120,482)/MW. For alternative investment funds, assets under management must be at least ₹15 million (~$180,723)/MW.</p>
<p>Liquidity requirements specify that bidders must demonstrate an annual turnover of ₹10 million (~$120,482)/MW for the financial year 2024–25, or as of a date at least seven days before bid submission, excluding other income. For example, a bidder quoting 500 MW must show a turnover of ₹5 billion (~$60.24 million).</p>
<p>In November this year, TGGENCO <a href="https://www.mercomindia.com/telangana-invites-bids-for-1-5-gwh-of-standalone-battery-energy-storage" target="_blank" rel="noopener">invited</a> bids to set up 375 MW/1,500 MWh standalone battery energy storage systems.</p>
<p>In October this year, TGGENCO <a href="https://www.mercomindia.com/telangana-floats-tender-to-prepare-dprs-for-57-mw-solar-projects" target="_blank" rel="noopener">invited</a> bids to prepare detailed project reports for solar projects of a cumulative capacity of 57 MW.</p>

					</table><p>Energy storage in India was long viewed as a niche and costly solution, with limited deployment until around 2018. High costs, immature technologies, and regulatory uncertainty constrained adoption during the early years. Since then, growing government focus, stronger policy support, and the rapid scale-up of renewable energy targets have brought energy storage into sharp focus.</p>
<p>Energy storage systems have now become central to grid stability, helping manage renewable intermittency, meet peak demand, improve power quality, provide backup during outages, and enable deeper integration of renewable energy. Recent battery energy storage system auctions by state distribution companies underscore this shift, reflecting strong policy intent and increasingly aggressive bidding behavior.</p>
<p>India auctioned 19,690 MWh of battery energy storage in 2025, a 447% year-over-year increase. The lowest tariff discovered in 2025 was ₹148,000 (~$1637.45)/MW/month, 35.6% lower than the lowest tariff of ₹230,000 (~$2,433.74)/MW/month in 2024.</p>
<p>This year saw the lowest auction tariffs to date. It also witnessed an increase in storage tenders and auctions due to the introduction of the viability gap funding program to <a href="https://www.mercomindia.com/ministry-viability-gap-funding-energy-storage-projects" target="_blank" rel="noopener">enhance</a> the cost-effectiveness of energy storage and make battery energy storage systems more feasible.</p>
<p>Here is a list of the lowest solar tariffs for BESS discovered in auctions in 2025:</p>

					</table><p>Telangana Power Generation Corporation (<a href="https://tggenco.com/TGGENCO" target="_blank" rel="noopener">TGGENCO</a>) has invited bids to set up 375 MW/1,500 MWh standalone battery energy storage systems (BESS).</p>
<p>Bids must be submitted by December 27, 2025. Bids will be opened on December 31.</p>
<p>Bidders must submit a document processing fee of ₹1 million (~$11,214) per project.</p>
<p>They must also furnish ₹500,000 (~$5,604)/ MW of quoted capacity as earnest money deposit.</p>
<p>Selected bidders must submit a performance bank guarantee of ₹1.25 million (~$14,018)/MW of awarded capacity before signing of battery energy storage purchase agreement (BESPA).</p>
<p>They must also remit ₹100,000 (~$1,121)/ MW of awarded capacity as success charges.</p>
<p>The first project (187.5 MW/750 MWh) will be connected to the 400/220 kV Maheswaram substation, and the other project (187.5 MW/750 MWh) will be connected to the 400/220 kV Choutuppal substation.</p>
<p>Land will be provided on a right-to-use basis at an annual lease fee of ₹1 (~$0.011)/acre/year.</p>
<p>The BESS must be available for one full operational cycle per day, i.e., 1 complete charge-discharge cycle lasting 4 hours.</p>
<p>The BESS must guarantee a minimum system availability of 95% on an annual basis.</p>
<p>The BESS should guarantee an AC-to-AC round-trip efficiency of 85% for the system monthly, excluding auxiliary.</p>
<p>The developer can take a separate metered connection from the distribution companies or draw power from an interconnection point for the BESS&#8217;s Auxiliary Power load.</p>
<p>The scheduled commissioning date for the project&#8217;s full capacity will be 18 months from the effective date of BESPA.</p>
<p>The BESPA, which will be signed within 30 days of the issuance of the letters of award, will be valid for 15 years from the project&#8217;s full commissioning.</p>
<p>The projects will receive viability gap funding (VGF) of ₹1.8 million (~$20,186)/MWh of the awarded capacity. The VGF will be disbursed in three tranches: 20% at financial closure, 50% at commercial operation date (COD), and 30% a year post-COD upon certification.</p>
<p>Only commercially established and operational technologies must be used to minimize technology risk and achieve timely commissioning of the projects.</p>
<p>The net worth of the bidder should be equal to or greater than ₹7.5 million (~$84,111) /MWh of the quoted capacity as of the last date of the previous financial year or as of the day at least 7 days before the bid submission deadline.</p>
<p>Bondada Engineering, Oriana Power, and Pace Digitek <a href="https://www.mercomindia.com/bondada-oriana-and-pace-win-telanganas-250-mw-500-mwh-bess-auction/" target="_blank" rel="noopener">won</a> TGGENCO&#8217;s earlier auction to set up 250 MW/500 MWh of standalone BESS.</p>
<p>India&#8217;s cumulative installed energy storage capacity reached 490 MWh by the end of June 2025, according to Mercom India Research&#8217;s <a href="https://www.mercomindia.com/product/india-energy-storage-landscape-1h-2025" target="_blank" rel="noopener">India&#8217;s Energy Storage Landscape 1H 2025 Report</a>.</p>

<p>Out of the total capacity of 250 MW, only 225 MW was awarded. The remaining 25 MW was not awarded as the minimum bid size must be at least 100 MWh, i.e., 50 MW X 2 hours.</p>
<p>The tender was <a href="https://www.mercomindia.com/telangana-500-mwh-standalone-bess" target="_blank" rel="noopener">floated</a> in January 2025.</p>
<p>Successful bidders must set up the projects using their chosen battery technology and connect them to the state transmission network.</p>
<p>However, the BESS projects must employ commercially established and operational technologies to minimize technology risks and achieve timely project commissioning.</p>
<p>They must make the BESS available for two operational cycles per day. They must also guarantee a minimum system availability of 95% annually.</p>
<p>The projects must draw power from the state distribution companies (DISCOMs) for charging. They will supply power to the DISCOM network per the dispatch instructions from the state load dispatch center.</p>
<p>Successful bidders can avail viability gap funding (VGF) of ₹2.7 million (~$32,114)/MWh or 30% of the project’s capital cost, whichever is lower.</p>
<p>Telangana aims to <a href="https://mercomindia.com/telangana-aims-for-20-gw-renewable-energy-capacity-additions-by-2030" target="_blank" rel="noopener">achieve</a> 3,805 MW and 7,917 MW of BESS and pumped storage project capacity by the financial year 2030 and 2035, respectively.</p>
<p>Recently, the Ministry of Power <a href="https://www.mercomindia.com/government-enhances-bess-capacity-target" target="_blank" rel="noopener">directed</a> all states and implementing agencies to award all BESS contracts by June 2025 to enable the VGF program to be completed by May 2027. Due to a decline in BESS prices in the recent past, a higher BESS capacity of 13,200 MWh, up from 4,000 MWh, is envisaged as part of the VGF program.</p>

Bondada, Oriana and Pace Win Telangana’s 250 MW/500 MWh BESS Auction

					</table><p>The Telangana Power Generation Corporation (<a href="https://tggenco.com/TGGENCO" target="_blank" rel="noopener">TGGENCO</a>) has invited bids to prepare a detailed project report (DPR) for solar projects with a cumulative capacity of 56 MW.</p>
<p>Bids must be submitted by March 21, 2025. Bids will be opened on the same day.</p>
<p>The project’s estimated contract value is ₹1.3 million (~$15,002).</p>
<p>Bidders must submit a transaction fee of 0.03% of the contract value with a cap of ₹10,000 (~$115.39) for a quoted value of ₹500 million (~$5.7 million). Transaction fee for works with a value above ₹500 million (~$5.7 million) is ₹25,000 (~$288.49).</p>
<p>They must submit a security deposit of 2.5% of the contract value.</p>
<p>Bidders must also submit an earnest money deposit of ₹6,480 (~$74.77) and a permanent fixed deposit of ₹250,000 (~$2,884.97).</p>
<p>Successful bidders must submit a corpus fund of 0.04% of the contract value with a cap of ₹10,000 (~$115.39) for all works valued up to ₹500 million (~$5.7 million). The corpus requirement for works above ₹500 million (~$5.7 million) is ₹25,000 (~$288.49).</p>
<p>The scope of work entails preparing a detailed report for the following projects:</p>
<ul>
<li>A 15 MW floating solar project on a raw water reservoir at Yadadri Thermal Power Station</li>
<li>A 28 MW ground-mounted solar power project on empty land at Kakatiya Thermal Power Project</li>
<li>A 13 MW floating solar project on a raw water reservoir at Kakatiya Thermal Project</li>
</ul>
<p>Bidders must have prior experience providing consultancy services for feasibility study and preparing DPRs. They must also have executed works for at least one floating solar power project and one ground-mounted solar power project anywhere in India in the last five financial years.</p>
<p>Bidders must have a minimum annual financial turnover of ₹388,800 (~$4,486.71) for at least two of the last three financial years.</p>
<p>Last month, Telangana <a href="https://mercomindia.com/telangana-aims-for-20-gw-renewable-energy-capacity-additions-by-2030#:~:text=Telangana%20Aims%20for%2020%20GW%20Renewable%20Energy%20Capacity%20Additions%20by%202030,-TGGENCO%2FTGREDCO%20will&amp;text=Telangana%20has%20finalized%20its%20renewable,draft%20version%20of%20the%20policy." target="_blank" rel="noopener">finalized</a> its renewable energy policy for 2025, planning to add 20,000 MW of renewable energy and storage capacity additions by 2030. The policy will be valid until 2035.</p>
<p>In 2024, the Northern Power Distribution Company of Telangana <a href="https://www.mercomindia.com/telangana-discom-floats-tenders-for-3-mw-solar-power-projects" target="_blank" rel="noopener">issued</a> two tenders for 3 MW ground-mounted solar power projects in Karimnagar and Sircilla districts. The project must be completed within six months.</p>

<p>Developers will be eligible for viability gap funding of ₹2.7 million (~$32,114)/MWh or 30% of the project’s capital cost, whichever is lower.</p>
<p>Bids must be submitted by February 21, 2025. Bids will be opened on February 25.</p>
<p>Bidders must submit a document fee of ₹29,500 (~$342) and a document processing fee of ₹10,000/MW (~$115.94).</p>
<p>They must also submit an earnest money deposit of ₹432,000 (~$5,011)/MW and a performance bank guarantee for ₹1.08 million (~$12,528)/MW.</p>
<p>The minimum bid size will be 100 MWh, i.e., 50 MW x 2 hours.</p>
<p>Developers must commission the BESS within 18 months of signing the battery energy storage purchase agreement, valid for 12 years from the date of full project commissioning.</p>
<p>They must set up the project using their chosen battery technology and connect it to the state transmission network.</p>
<p>The project will draw power from the state distribution companies (DISCOMs) for charging. It will supply power to the DISCOM network per the dispatch instructions from the state load despatch center. DISCOMs will provide the required charging power.</p>
<p>Developers must make the BESS available for two operational cycles per day. They must guarantee a minimum system availability of 95% annually.</p>
<p>They must also guarantee an 85% monthly AC to AC roundtrip efficiency.</p>
<p>Successful bidders will receive the necessary land on lease on a right-to-use basis and with zero charges through a suitable agreement with TGGENCO.</p>
<p>They must employ commercially established and operational technologies to minimize technology risks and achieve timely project commissioning.</p>
<p>Bidders must have a minimum net worth of ₹4.32 million (~$50,118)/MW of the quoted capacity as of the end of the last financial year or seven days before the bid submission deadline.</p>
<p>Recently, NHPC <a href="https://www.mercomindia.com/nhpc-125-mw-500-mwh-standalone-bess/">issued</a> a tender to develop 125 MW/500 MWh standalone BESS connected to the intrastate transmission system in Kerala (Tranche I).</p>
<p>Gujarat Urja Vikas Nigam has also <a href="https://www.mercomindia.com/gujarat-standalone-bess-phase-vi/">invited</a> bids to set up 500 MW/1000 MWh standalone BESS under tariff-based competitive bidding (Phase VI).</p>
