					</table>Central Electronics (<a href="https://www.celindia.co.in/" target="_blank" rel="noopener">CEL</a>) has issued a tender to set up 4.125 MW grid-connected solar projects at IIT Kharagpur in West Bengal.
The installations will comprise 2,900 kW of rooftop solar projects, 225 kW of ground-mounted projects elevated on structures to serve as car parking, and 1,000 kW of ground-mounted projects of normal height.
The ground-mounted projects will be located at the institute’s Balarampur Pump House, which has a separate power supply from the West Bengal State Electricity Distribution Company at the 11 kV level.
IIT Kharagpur has an existing solar generation capacity of approximately 5,000 kW.
Bids must be submitted by January 10, 2026. Bids will be opened on January 12.
Bidders must furnish an earnest money deposit of ₹2.25 million (~$25,065.45).
Selected bidders must submit a performance bank guarantee of 5% of the total tender value.
The scope of work entails the design, engineering, supply of balance-of-system components and modules, procurement, installation, and commissioning of the projects.
Selected bidders must provide the transformer, vacuum circuit breaker (VCB) at the project location and the power evacuation point. They must also construct the electrical equipment housing. They can construct an outdoor compact substation in place of individual transformers, VCBs, and low-tension switchgear.
Successful bidders must undertake the civil works and obtain net metering and grid-connectivity. They must also obtain a no-objection certificate from the distribution company for the project’s grid connection.
Additionally, the scope of work includes obtaining the permits, approvals, licenses, and insurance for the project.
The solar projects will be technology agnostic.
Only components compliant with List I of the Approved List of Models and Manufacturers must be used.
The projects must be completed by May 30, 2026.
Delays in commissioning will attract liquidated damages of 0.5% of the tender value per week, capped at 5%.
Bidders must have completed similar works for at least a 2 MW solar project or solar water pumping system in the last three financial years.
Bidders must have a minimum average turnover of ₹50 million (~$557,010) in the previous three financial years.
Last December, the Solar Energy Corporation of India <a href="https://www.mercomindia.com/seci-floats-tender-for-4-12-mw-solar-power-projects-in-iit-kharagpur" target="_blank" rel="noopener">invited</a> bids for a 4.12 MW cumulative capacity solar power project in the IIT Kharagpur campus (Zone III), under the renewable energy service company model.

Central Electronics Tenders 4 MW Solar Projects for IIT Kharagpur

					</table>Multi Infrastructure &amp; Engineering (<a href="http://www.miepl.ind.in/" target="_blank" rel="noopener">MIEPL</a>) has won the Solar Energy Corporation of India’s (<a href="https://www.seci.co.in/" target="_blank" rel="noopener">SECI</a>) auction to set up a cumulative 4.125 MW solar power project at IIT Kharagpur, West Bengal.
The tender was <a href="https://www.mercomindia.com/seci-floats-tender-for-4-12-mw-solar-power-projects-in-iit-kharagpur" target="_blank" rel="noopener">floated</a> in December 2024. MIEPL must complete the project in 270 days.
The project’s cumulative capacity includes 2,900 kW rooftop, 1,000 kW ground-mounted, and 225 kW elevated structure systems.
MIEPL must use modules from the Approved List of Models and Manufacturers.
The company will set up grid-connected rooftop solar systems consisting of solar arrays, module mounting structures, power conditioning units with maximum power point trackers, inverters, controls, protections, interconnect cables, junction boxes, distribution boxes, and switches.
It will install the solar systems without a battery. MIEPL will also provide operation and maintenance for 25 years.
Solar modules used in grid-connected solar systems must have a minimum peak output wattage of 90% at the end of 10 years and 80% at the end of 25 years.
Each solar module must use a radio-frequency identification tag. In case of an energy supply shortfall, MIEPL will be levied liquidated damages at 50% of the tariff.
SECI had also mandated using commercially established and operational technologies to minimize technology risks and achieve timely project commissioning.
Recently, SECI <a href="https://www.mercomindia.com/seci-tenders-6-25-mw-rooftop-solar-projects-in-six-states" target="_blank" rel="noopener">issued</a> a request for selection to develop grid-connected rooftop solar projects with a cumulative capacity of 6.25 MW. These projects will be implemented on a build-own-operate basis.
SECI also <a href="https://www.mercomindia.com/seci-floats-tenders-for-4-55-mw-rooftop-solar-projects-in-five-states" target="_blank" rel="noopener">invited</a> bids for the engineering, procurement, and construction of 4.55 MW of grid-connected rooftop solar projects at multiple educational institutions across Bihar, Chhattisgarh, Sikkim, Assam, and Manipur.
In March this year, the Central Electricity Regulatory Commission <a href="https://www.mercomindia.com/central-commission-approves-tariff-for-secis-1-2-gw-solar-projects" target="_blank" rel="noopener">approved</a> SECI’s petition to adopt a tariff for 1,200 MW interstate transmission system connected solar projects with 600 MW/1,200 MWh energy storage systems. The approved tariff ranges between ₹3.41(~$0.039)/kWh and ₹3.42(~$0.04)/kWh.

Multi Infrastructure & Engineering Wins SECI’s 4.12 MW Solar Auction

The Indian Institute of Technology (IIT) – Indore has joined the league of green campuses in the country by installing 422 kW solar rooftop power system in its premises. The project was commissioned by <a href="http://bvgindia.in/" target="_blank" rel="noopener">BVG India Ltd</a>, an integrated services company.
The solar system is spread across 4,220 square meters and expected to generate over 1,580 kWp per annum of electricity. This will help the institute to reduce 500 tons of carbon dioxide annually.
In <a href="https://mercomindia.com/iit-kharagpur-eoi-solar/" target="_blank" rel="noopener">May 2018</a>, IIT Kharagpur had invited expression of interest to develop 5.5 MW of solar projects.
An increasing number of educational institutions are turning to solar as it is a cheaper source of electricity and also helps curb toxic carbon emissions. Of late, a number of educational centers across the country have adopted cost-effective rooftop solar as a way to build a sustainable future.
<a href="https://mercomindia.com/jnu-installs-500-kw-rooftop-solar-system/" target="_blank" rel="noopener">Recently,</a> Jawaharlal Nehru University (<a href="https://www.jnu.ac.in/" target="_blank" rel="noopener">JNU</a>) installed a 500 kW rooftop solar system to light up its classrooms.
Mumbai’s St Xavier’s High School has also<a href="https://mercomindia.com/st-xaviers-school-mumbai-rooftop-solar/" target="_blank" rel="noopener"> installed</a> a 35 kW rooftop solar system to save approximately ₹700,000 (~$9,726) every year on its electricity bill.
In <a href="https://mercomindia.com/amity-installs-1-8-mw-solar-campuses/" target="_blank" rel="noopener">July 2018</a>, Amity University installed rooftop solar PV projects totaling 1.8 MW across three campuses.
<a href="https://mercomindia.com/uttarakhand-gb-pant-university-rooftop-tender/" target="_blank" rel="noopener">In May 2018</a>, Govind Ballabh Pant University of Agriculture and Technology in Uttarakhand’s Pantnagar town tendered a 5 MW grid-connected rooftop solar PV project.
Solar initiatives undertaken by the educational institutions are setting a good example for the rest of the country. Not only will this make the country adopt a sustainable and economical source of power, it will support the overall growth trajectory of the rooftop solar sector.
In addition to individual institutions, some of India’s state governments have taken the initiative to power their schools using solar energy.
<a href="https://mercomindia.com/haryana-solar-hybrid-government-schools/" target="_blank" rel="noopener">Last year</a>, the Haryana government announced it will install solar hybrid systems in all government schools of the state in a phased manner.
According to the latest quarterly report by <a href="https://mercomindia.com/product/solarinstallations-q3-2018/" target="_blank" rel="noopener">Mercom India Research</a>, India’s solar installations have reached 6.6 GW year-to-date with large-scale projects making up 5,382 MW and rooftop installations accounting for 1,240 MW. Rooftop installations in Q3 2018 accounted for 435 MW, which was a 5 percent increase from 415 MW installed in Q2 2018, and a 64 percent increase when compared to 265 MW installed in Q3 2017.

IIT Indore Campus to be Powered By a 422 kW Rooftop Solar System

The Indian Institute of Technology (IIT) Kharagpur in the state of West Bengal has invited expressions of interest (EoIs) from project developers and contractors to set up a 5.5 MW solar photovoltaic (PV) project at its premises. The EoI submission deadline is June 8, 2018.
The project will be developed on a build, own, operate, and transfer model under RESCO model. IIT Kharagpur will provide the requisite land, rooftop, and parking shed for the deployment of solar PV systems.
Bidders who have a minimum of five-year experience in the field of design, supply, installation, testing, and commissioning and operation of a 4.4 MW solar PV project, two 3.3 MW projects, or three 2.2 MW solar PV projects or similar can participate.
With this move, IIT Kharagpur joins other educational institutions who are making the move to generate their own clean power.
<a href="https://mercomindia.com/uttarakhand-gb-pant-university-rooftop-tender/" target="_blank" rel="noopener">Recently</a>, Govind Ballabh Pant University of Agriculture and Technology in Uttarakhand’s Pantnagar town tendered a 5 MW grid-connected rooftop solar PV project.
In <a href="https://mercomindia.com/jamia-millia-islamia-tenders-2-25-mw-ac-solar-project/" target="_blank" rel="noopener">June 2017</a>, Jamia Millia Islamia, a reputed government college, tendered a 2.25 MW (AC) solar PV project to be developed under a RESCO model at Jamia Millia Islamia University premises in Delhi.
In the <a href="https://mercomindia.com/reil-tenders-950-kw-grid-connected-rooftop-solar-jaipur/" target="_blank" rel="noopener">same month</a>, Mercom also reported that Rajasthan Electronics and Instruments Limited (REIL), a joint venture of the Government of India and the Government of Rajasthan, tendered 950 kW of grid-connected rooftop solar to be developed on top of buildings owned by Rajasthan University in Jaipur.
