The Kuwait Authority for Partnership Projects (KAPP), the country’s central government agency for implementing public-private partnership projects, shortlisted consortiums led by the France-headquartered group EDF Renouvelables, Hong Kong-based Jinko Power, China-headquartered Jinko Power, Saudi Arabia’s ACWA Power, and the UAE’s Masdar for the Al Dibdibah Power and Al Shagaya Renewable Energy – Phase III – Zone 2 Solar PV IPP. KAPP is collaborating with Kuwait’s Ministry of Electricity and Water and Renewable Energy (MEWRE) to implement the project, located in the country’s Jahra Governorate, west of Kuwait City, 100 km from the capital. The list released by KAPP, MEWRE, and the Kuwait Institute for Scientific Research lists only three companies: France’s TotalEnergies Renewables, Türkiye’s Limak Yatirim Enerji Uretim Sirketi Isletme Hizmetleri ve Insaat, and Kalyon Enerji Yatirimlari Anonim Sirketi as the only ones interested in implementing the project single-handedly without any consortium partners.
