The Haryana Electricity Regulatory Commission (HERC), in a recent ruling, exempted a bagasse-based cogeneration project owner from paying cross-subsidy surcharge and additional surcharge and quashed the recovery notice issued by the Uttar Haryana Bijli Vitran Nigam Limited (UHBVNL).
